All the general rules and those specific to the signaling, for the management of the circulation and for the driving of the traction vehicles; as well as the special rules, defined in relation to current circulation events and communicated to the relevant personnel, to manage situations in which alternative procedures to normal cases (in any case codified) are necessary, as well as greater levels of attention and precaution for operators. The permanent and general provisions include the publications that are part of the set of operating regulations and those relating to the timetable. The methods and technology for issuing prescriptions are different: permanent and temporary service documents supplied to operators, signaling systems, movement modules, on-board devices and more. Knowledge of the regulations and of all the operating rules necessary to cover a service post can be broadly included in the concept of general provisions. In a strict and traditional sense, the movement regulations refer to the use of written forms shared by train, station and maintenance workers in particular cases of failure of signaling systems, specific circulation events, and particular attention states and more. In this case the prescriptions are traditionally delivered by hand, or transmitted by other means, to the agents who are obliged to respect them. The prescriptions are more generally communications of a regulatory nature, with specific characteristics (of form, procedure, unambiguousness and certainty), which must be participated in by the railway operators in order to carry out certain operations in operating activities, which generally involve safety and the regularity of circulation. They are also characterized in FS by the initials of the modules indicated with the letter «M» followed by a number. Except in specific cases, it is generally up to the station where the train originates or the travel form is completed to deliver to the train staff the provisions concerning them up to the arrival station or up to the one where the journey form is changed. In the CTC lines it is the duty of the DCO to give the instructions that may be necessary during the journey. IT tools have also been introduced for the automatic printing of prescriptions of type M3 and M40. Devices for the automatic distribution of the modules to the “document dispenser” type are being studied. We distinguish movement prescriptions and techniques. The technological evolution (ERTMS) finally transforms the act of prescriptions into automatic modes of operation, as well as integrated into the new ground-edge systems and in the relative media.
